well basically you need a personal site, with photos,

and then you need to have different tiers of panty packages with varying levels of "quality"/"fanciness".

and most importantly, varying degrees with of "dirtiness"; be very descriptive. You want to induce that adrenaline rush that makes the user hit "buy now"

when shipping, include a photo and perhaps spray a little perfume if the user desires.

yeah, some people are into really strange things

however a success of such a venture capitalizes on the creep-factor, dial it down and you dial down profits :O If the site makes the creepy customer feel like they're doing something morally correct, they will likely lose interest very quickly.
